Position Title: Computer Systems Engineer / Architect 

Location: U.S. Coast Guard Aviation Logistics Center (ALC) – Information Systems Division (ISD) 

Elizabeth City, NC 
Clearance Requirement: Must be able to obtain a favorable Tier 1 background investigation (for unclassified systems) 

Position Overview: 

Team Ignite is seeking a highly skilled Computer Systems Engineer/Architect (SME) to support enterprise application modernization, logistics system integration, and data architecture efforts within the U.S. Coast Guard’s Information Systems Division (ISD). This position involves designing and developing solutions to complex software, infrastructure, and network challenges that directly impact system stability, interoperability, and mission effectiveness. The engineer will act as a lead technical expert supporting the sustainment and future-state development of USCG’s enterprise logistics systems using Agile software development principles. 

The selected candidate will also serve as the Data Architect, maintaining business system artifacts, managing architectural repositories, and ensuring compliance with all USCG standardization requirements. The role requires deep experience in systems engineering, relational database technologies, enterprise architecture, and software lifecycle management. 

Key Responsibilities: 

• Design and develop integrated software and system solutions to address complex enterprise logistics and application challenges. 

• Serve as a technical leader in systems management, systems integration, and solution engineering across USCG logistics IT environments. 

• Evaluate alternative solutions, both GOTS and COTS, to support modernization, performance, and interoperability requirements. 

• Develop, maintain, and enforce software and architectural standards to improve system reliability, maintainability, and scalability. 

• Participate in Agile software development activities including planning, development, and deployment of enhancements or new functionality. 

• Analyze system problems, debug software, and recommend necessary fixes or architectural adjustments. 

• Author and maintain technical documentation including specifications, special instructions, and regression test plans. 

• Act as the Data Architect for USCG ALC ISD systems: 

• Develop and maintain system data artifacts using approved methodologies. 

• Maintain the USCG Enterprise Architecture (EA) system of record and ensure artifacts remain up to date and compliant. 

• Incorporate industry best practices for software and systems engineering to ensure forward compatibility and sustainability of USCG applications. 

• Collaborate with cross-functional teams to ensure system security, data integrity, and overall IT alignment with mission objectives. 

 This position is pending contract award.  

Tools and Environments: 

• Relational databases: Ingres, Oracle, Microsoft SQL Server 

• Programming/Query languages: PL/SQL, SQL 

• Agile DevSecOps tools: Jira, Confluence, Bitbucket 

• Containerization/Infrastructure: Kubernetes 

• System Modeling Tools and EA Repositories (e.g., Sparx Enterprise Architect, or equivalent) 

Minimum Education and Qualifications – Subject Matter Expert (SME) 

• Education: 

• Bachelor’s or Associate degree in Computer Science, Information Technology, Engineering, Math, or a related field; or a recognized IT certification. 

• Six (6) years of experience may be substituted for three (3) years of formal education. 

• Experience: 

• Minimum six (6) years of experience with Ingres, Oracle, and Microsoft SQL Server relational database platforms. 

• Minimum six (6) years of experience in software engineering practices across the application/system lifecycle. 

• Minimum six (6) years of experience working with Procedure Language/SQL, stored procedures, and database triggers. 

• Minimum six (6) years of experience using system modeling tools for enterprise architecture and solution design. 

• Minimum six (6) years of experience with Agile DevSecOps tools and environments, including Kubernetes, Jira, Confluence, and Bitbucket (or equivalent). 

• Must be able to obtain a favorable Tier 1 background investigation. 

Additional Qualifications: 

• Demonstrated ability to manage and maintain EA repositories and develop compliance-focused architectural documentation. 

• Strong communication skills with the ability to explain complex systems to both technical and non-technical audiences. 

• Experience leading or mentoring teams in systems integration, architecture design, or data engineering roles. 

• Familiarity with DoD or DHS IT environments and federal architecture frameworks is preferred.
